Step One: Pick your music.
This one seems to be popular.

Step Two: Open it.

Step Three: Find the song in the liner notes.

Step Four: Check who the publisher is.
All music rights owners or publishers are listed in one of the following services. www.ascap.com,
www.bmi.com or www.sesac.com. As you can see below, since songs on the Amèlie OST come from differnt albums, Yann Tiersen is listed with more than one.

Step Five: Contact the publisher.
Look up the publisher with one of the rights services listed above, and it’ll give you their contact information. Get in touch with them and ask very nicely, and pray they give you a cheap rate.
OR:
Don’t use pre-existing music in your films. There are lots of musicians out there who would love to score a movie. If you don’t know any, ask in the NWFF mailing list or similar resources. A good composer will be able to create music that is exactly suited to your movie, better than any pop song could be.
